The French Parliamentary Permacrisis: The Dawn of a Fresh Governmental Era

In October 2022, as Rishi Sunak took over as British prime minister, he was the fifth consecutive UK leader to take up the position over a six-year span.

Unleashed on the UK by Brexit, this signified exceptional governmental instability. So what term captures what is occurring in France, now on its fifth premier in two years – three of them in the last ten months?

The current premier, the newly reinstated Sébastien Lecornu, may have gained a brief respite on Tuesday, abandoning Emmanuel Macron’s flagship pensions overhaul in exchange for opposition Socialist votes as the price for his government’s survival.

But it is, in the best case, a temporary fix. The EU’s second-largest economy is trapped in a ongoing governmental crisis, the scale of which it has not witnessed for many years – possibly not since the start of its Fifth Republic in 1958 – and from which there seems no simple way out.

Minority Rule

Key background: ever since Macron initiated an risky early parliamentary vote in 2024, the nation has had a divided assembly separated into three warring blocs – left, far right and his own centrist coalition – without any group holding a clear majority.

At the same time, the nation faces dual debt and deficit crises: its national debt level and deficit are now almost twice the EU threshold, and strict legal timelines to pass a 2026 budget that starts controlling expenditures are approaching.

Against that unforgiving backdrop, both Lecornu’s immediate predecessors – Michel Barnier, who lasted from September to December 2024, and François Bayrou, who took office from December 2024 to September 2025 – were ousted by the assembly.

In mid-September, the president appointed his close ally Lecornu as his new prime minister. But when, just over a fortnight later, Lecornu presented his government team – which turned out to be largely unchanged from before – he faced fury from allies and opponents alike.

So much so that the next day, he stepped down. After only 27 days as premier, Lecornu became the briefest-serving prime minister in modern French history. In a dignified speech, he blamed political intransigence, saying “partisan attitudes” and “certain egos” would make his job all but impossible.

Another twist in the tale: shortly after Lecornu’s resignation, Macron requested he remain for another 48 hours in a final attempt to salvage cross-party backing – a mission, to put it gently, not without complications.

Next, two of Macron’s former PMs openly criticized the struggling leader. Meanwhile, the right-wing RN and leftist LFI declined to engage with Lecornu, vowing to reject any and every new government unless there were snap elections.

Lecornu persisted in his duties, talking to everyone who was prepared to hear him out. At the end of his 48 hours, he went on TV to say he thought “a solution remained possible” to avoid elections. The president’s office announced the president would appoint a new prime minister 48 hours later.

Macron kept his promise – and on Friday reappointed Sébastien Lecornu. So recently – with Macron commenting from the wings that the country’s rival political parties were “fuelling division” and “entirely to blame for the turmoil” – was Lecornu’s moment of truth. Could he survive – and can he pass that vital budget?

In a critical address, the young prime minister outlined his financial plans, giving the centre-left Socialist party (PS), who oppose Macron’s controversial pension changes, what they were expecting: Macron’s flagship reform would be frozen until 2027.

With the conservative Les Républicains (LR) already on board, the Socialists said they would not back no-confidence motions proposed against Lecornu by the far right and radical left – meaning the administration would likely endure those votes, scheduled for Thursday.

It is, however, far from guaranteed to be able to approve its €30bn austerity budget: the PS clearly stated that it would be demanding further compromises. “This,” said its head, Olivier Faure, “is only the beginning.”

A Cultural Shift

The problem is, the greater concessions he makes to the left, the more opposition he'll face from the right. And, like the PS, the right-leaning parties are themselves divided over how to handle the new government – some are still itching to topple it.

A look at the seat numbers shows how tough Lecornu’s task – and longer-term survival – will be. A total of 264 deputies from the RN, LFI, Greens, Communists and hardline-right UDR want him out.

To succeed, they need a majority of 288 votes in parliament – so if they can convince only 24 of the PS’s 69 deputies or the LR’s 47 (or both) to support their motion, Macron’s fifth precarious prime minister in 24 months is, like his predecessors, finished.

Most expect this to occur soon. Even if, by some miracle, the dysfunctional assembly summons up the collective responsibility to pass a budget by year-end, the outlook afterward look grim.

So is there a way out? Snap elections would be unlikely to solve the problem: polls suggest pretty much every party bar the RN would lose seats, but there would still be no clear majority. A new prime minister would face the same intractable arithmetic.

An alternative might be for Macron himself to resign. After winning the presidential election, his replacement would dissolve parliament and hope to secure a parliamentary majority in the following election. But this also remains unclear.

Surveys show the next occupant of the Elysée Palace will be Marine Le Pen or Jordan Bardella. There is at least an strong possibility that French electorate, having elected a far-right president, might reconsider giving them parliamentary power.

In the end, France may not escape its predicament until its politicians accept the new political reality, which is that decisive majorities are a bygone phenomenon, winner-takes-all no longer applies, and negotiation doesn't mean defeat.

Many think that cultural shift will not be possible under the country’s current constitution. “This is no conventional parliamentary crisis, but a crise de régime” that will prove anything but temporary.

“The regime … was never designed to facilitate – and actively discourages – the emergence of governing coalitions typical across Europe. The Fifth Republic may well have entered its terminal phase.”
